David Rose, Ph.D., has joined Gannett Fleming as director of management consulting, based in New York City. He will lead Gannett Fleming’s management consulting practice, assisting clients to improve the performance and productivity of their assets. The practice focuses on performance and strategy, asset management and technology and serves, among other sectors, transit and rail.
“David Rose brings expertise from a more than 25-year career in infrastructure management consultation,” said Gannett Fleming. “He has led high-profile engagements for transportation agencies throughout the U.S., and contributed extensively to research conducted by the Federal Highway Administration, the Federal Transit Administration, and the National Cooperative Highway Research Program. Widely published, Rose also is a frequent speaker at gatherings of the America Public Transportation Association, the American Association of State and Highway Transportation Officials, and the National Academy of Sciences Transportation Research Board.”

Rose earned a doctorate in planning and policy development from Rutgers University and holds both a bachelor of science and master of science from the London School of Economics.
